CNBC reported on November 7, 2026 that Anthropic is likely targeting mid-November 2026 for a Nasdaq debut, as academics and IPO-market specialists assessed how a public listing could intensify scrutiny of the Claude developer amid voter resistance to AI data centers.

CNBC characterized Anthropic as poised to become the first pure-play AI company to enter the public market, with investors seeing a target valuation of $1 trillion to $1.5 trillion, down from a previously floated $2 trillion target. Anthropic declined to comment.

Anthropic primarily sells Claude products and services to other businesses, a focus CNBC said had helped it avoid becoming the public face of AI. Georgetown finance professor Reena Aggarwal told CNBC that public-company status alone will push it into the limelight, and AI’s hot-button status will intensify that attention.

University of Virginia behavioral scientist Maura Austin said a high valuation plays into an image of Big Tech wealth and billionaire power, which she expects the public to receive poorly. Renaissance Capital senior IPO market strategist Matt Kennedy offered a counterpoint: public markets require greater transparency, the debut could attract users, and public status alone should not expose Anthropic to harsher criticism than a comparable private company such as OpenAI.

Voters and Surveys Show Broad Opposition

A CNBC analysis published November 4, 2026 counted 41 local data-center ballot measures across 10 states. Voters backed restrictions or rejected pro-development measures in every contest except Harwood, North Dakota, while Ohio accounted for 21 measures.

A Gallup report published May 13, 2026 found 71% of Americans opposed an AI data center in their local area in a March 2–18, 2026 telephone survey, including 48% strongly opposed; 53% opposed a local nuclear plant. The survey sampled 1,000 adults and had a margin of sampling error of plus or minus 4 percentage points. Follow-up research found half of opponents cited excessive resource use, including 18% each identifying water and energy use, while two-thirds of supporters cited economic benefits and 55% specifically mentioned job opportunities.

USC Annenberg’s November 2, 2026 release added a broader trust problem: 71% of respondents did not trust Big Tech companies at all to act in society’s best interest around data-center development. Its October 2026 survey of 2,980 Americans found 62% opposed construction locally and 46% opposed it nationally, indicating resistance extended beyond facilities near respondents’ homes.

A Verasight survey conducted June 18–19, 2026 of 1,690 U.S. adults found 37% believed AI companies did more harm than good, compared with 27% who believed they did more good. It also found 89% supported requiring public disclosure of safety-testing results for the most powerful AI systems.

    Anthropic’s Infrastructure Expansion

Anthropic’s amended registration statement filed November 2, 2026 was preliminary, saying there was no prior public market for its Class A shares and that it had applied to list them on the Nasdaq Global Select Market. It disclosed approximately $895.4 billion in purchase commitments and lease agreements as of and subsequent to September 30, 2026, substantially all related to compute and infrastructure. The stated growth strategy includes securing compute beyond those commitments and expanding Anthropic’s own data-center footprint.

CNBC reported that the prospectus risk factors describe data-center opposition as increasingly organized across jurisdictions and warn that Anthropic’s public profile could attract particular scrutiny to associated projects. Gartner analyst Nicole Greene told CNBC that the fear and excitement surrounding AI produce heightened scrutiny. Public-company status would also bring quarterly financial disclosures.

A listing would therefore pair recurring financial disclosure with an infrastructure strategy that depends on projects many voters and survey respondents oppose. The central test is whether the transparency Kennedy described can rebuild trust while Anthropic pursues that expansion.
